Assume PHB prices are for plain cut clothes from average cost material.  Add 10%  for  expensive materials 20% for very expensive, 30% (at least) for imported materials.  Subtract 5%  for cheap material, 10% for very cheap.  The  price bands are  given for the area of production -  materials values increase by one band if it is exported to any other areas  (ie bark tanned leather  which is  Expensive in Baraduum would be Very Expensive in Porter's Bar)

Other materials and colour are available  as imports -  but  will be at least 30%  more  expensive than the PHM.  Any  decoration (such as embroidery or  silver buttons) adds  extra value  as well.  For  example a pale bue cotton  shirt which  has a small amount of embroidery on   and carved wooden buttons   might  cost  +30%  for the Cotton, +20%  for the blue dye, +15% for the embroidery and +10%  for the carved buttons -  giving a total modifier of  +75%.
